Job Title:     Planned Works Surveyor
Location:     Bristol and surrounding areas

BRC are working with a social housing provider who are looking for a dedicated and experienced surveyor to join their team based in Bristol on a contract basis. You will be hybrid working, working from the office, home and visits to sites across Bristol, down to North Somerset and Glastonbury.
  
Overall Purpose:

• Deliver and manage planned investment works to ensure safe, high-quality homes where residents feel proud and cared for.
• Support the delivery of our five-year Asset Strategy focused on modernisation, energy efficiency, and compliance.
• Strengthen contractor procurement and contract management for major works programmes.
• Foster a joined-up, customer-focused approach to asset management across general needs housing, care homes, extra care, and sheltered housing settings.

  
Main Responsibilities:

• Planned and Cyclical Works:
• Administer and oversee capital investment and cyclical maintenance programmes across the organisation’s property portfolio.
• Survey existing stock (including specialist housing and care buildings) to scope and programme future planned and major works.
• Deliver technical oversight, specialist knowledge and contract management for a range of programmes, ensuring value for money, quality delivery, and regulatory compliance.

• Procurement & Contractor Management:
• Lead on the procurement of contractors for planned and major works, adhering to procurement policies and ensuring best value.
• Manage contracts effectively, including pre-contract setup, performance monitoring, variation control, and post-work inspections. 
• Quality Assurance & Inspections:

• Carry out robust post-inspection of completed works to ensure quality, compliance, and resident satisfaction.
• Undertake ad-hoc surveys to manage one-off complex repairs or defect investigations, especially in care environments where disruption must be minimised.
• Maintain accurate asset data through regular stock condition surveys, including HHSRS, Decent Homes, and energy efficiency assessments (e.g. EPCs). 

• Collaboration & Support:
• Work closely with the Responsive Repairs Team to ensure a seamless interface between responsive repairs and planned works.
• Provide technical support to Housing Managers, Care Home Managers, ECH managers and Handypeople where required.
• Contribute to new build handovers to ensure stock is received in line with standards and defects are appropriately managed.

• Health & Safety and Legislative Compliance:
• Ensure all construction activity complies with CDM regulations, Health & Safety at Work Act, and relevant Building Regulations and Planning Requirements.

  
Job Requirements

• HNC/NVQ Level 4 or above in Building Surveying, Construction, or similar; or equivalent substantial experience.
• Technical knowledge of construction, building pathology, and fire safety.
• Experience in planned maintenance delivery, contract management, and procurement within social housing or similar environments.
• Experience of managing works within care or vulnerable resident environments is highly desirable.
• Strong project management skills and attention to detail.
• Confident in using asset management databases and Microsoft Office tools.
• Excellent verbal and written communication skills, with the ability to explain technical issues to non-technical audiences.
• A proactive, can-do approach with a focus on customer experience and continuous improvement.
• Strong understanding of safeguarding and the importance of working respectfully within vulnerable housing environments.
