Job Title:  Estates Surveyor
Salary:  £45,928 - £51,962  
Location:  Cardiff (hybrid) 2 days a week in the office then a mix of home and site visits
Contract:  Permanent
Reporting to: Director of Property Services  
Hours:  Full Time (34.75 pw)
  
Job Purpose
  
Reporting to the Director of Property Services this role is responsible for providing a wide range of property related services and advice through the development and maintenance of an effective property management strategy.
  
The Estates Surveyor is responsible for organising allocated estate management work including property sales, purchases, lettings, easements, licences, boundary disputes, development opportunities across the whole portfolio of property.
  
This is a key role in a new team within a revitalised property services department. It offers the opportunity to develop a wide range of skills in an exciting period of change for the organisation. There will be opportunities to be involved in meetings and events, and work with a range of internal and external colleagues and stakeholders.
  
Day to day duties

• Work with the Manager – Estate Management and Transactions to monitor and manage insurance cover for all properties to an agreed policy strategy set by Head of Property Strategy
• To assist with the development of relevant, appropriate, and timely advice and guidance in respect of the acquisition, management/letting and disposal of property.
• To assist in managing the Representative Body’s agents (selling, letting, and managing)
• To work with the Legal Officer (Property) so that appropriate legal agreements can be drafted and to support legal processes to seek possession of property where necessary.
• To manage systems to ensure that key lease events are properly administered e.g. rent reviews, terminations, and renewals
• Identify required repair and improvement works in respect of provincially managed property and liaise with the Head of Building Surveying and the Building and Property Surveyor as required
• Resolve boundary disputes seeking appropriate external advice
• Oversee the process of issuing filming, recording and photography licences on all property
• Support the administration and functions relating to Rent Smart Wales registration and compliance with the provisions of the Renting Homes (Wales) Act
• Assist with the development of property management systems and to contribute ideas for systems to improve operational efficiency
• To ensure that trustee approval and necessary assents are obtained for all assigned lettings, disposals and acquisitions and ensure compliance with Charity law accordingly
• To contribute to systems to ensure that all let property meets statutory and other requirements in respect of sound estate management including Tenancy deposit protection, Gas Safety, Welsh Water notifications, awareness training and procedures e.g. CDM, Health and Safety, Asbestos

  
Knowledge, Skills and Qualification Requirements
Essential 

• A Chartered Surveyor
• A full, clean, UK driving licence
• Experience of managing a varied property portfolio and managing property transactions especially residential property sales and lettings
• Sound working knowledge of the Renting Homes (Wales) Act 2016 and Rent Smart Wales procedures
• Sound knowledge and experience of property management, insurance, and related matters.
• Excellent communicator both written and oral
• Tact and diplomacy
• Computer literate.
