Job Description: The LAND 4140 BMS Commercial Officer will:
Support the management and administration of project contracts and commercial activities.
Assist in the development and maintenance of contract management plans and associated documentation.
Monitor contractor performance against contractual obligations, KPIs and other performance measures.
Support conduct of, and contribute to, performance and compliance reviews of the recently engaged supplier, including activities such as:
Assist in the preparation and processing of contract amendments, variations and change proposals.
Prepare routine procurement and contracting documentation using ASDEFCON templates
Provide administrative and commercial support to procurement and commercial activities.
Identify and escalate contract risks, issues and compliance concerns.
Assist in ensuring procurement and contracting activities comply with relevant legislative, policy and regulatory frameworks including the PGPA Act, Commonwealth Procurement Rules and Defence Procurement Policy Manual.
Support complex procurement activities including:
Develop and maintain productive working relationships with internal and external stakeholders.
Manage allocated work priorities and deliver outcomes within agreed timeframes and quality requirements.
The position reports to the Commercial Manager, and provides subject matter support to the BMS (Critical C2) and BMS (Tactical) Project Managers; and the Project Director. The LAND 4140 BMS Commercial Officer requires a motivated and organised individual who can work collaboratively within a commercial team and manage competing priorities in a complex environment. This role requires demonstrated experience in:
Applying commercial, procurement or contract management principles within Defence.
Supporting contract management and contract administration activities, ideally in an Australian Standard for Defence Contracting (ASDEFCON) environment.
Supporting complex procurement activities including development of solicitation documentation (statements of work and statements of requirement) and the review and evaluation of responses to market approaches.
Supporting development of contracting correspondence including complex, commercially sensitive reports, submissions, contract change proposals and other documents as required.
Experience working in complex and challenging environments.
Experience working in a complex stakeholder system.
Proven commercial and business acumen with an ability to build appropriate and effective business relationships.
Highly effective communication, both formally and informally, including advanced technical writing skills.
Initiative in keeping personal skills up to date, maintaining awareness of industry developments and pursuing continuous improvement opportunities.
Essential Experience and / or Qualifications:
Relevant qualifications in Contract Management and/or Procurement (or a related field).
More than 5 years' experience in Commercial Management or Contract Management.
Experience using the ASDEFCON suite.
Comprehensive understanding of Australian Government procurement processes and procedures.
Strong written and oral communication skills.
SFIA Skills Sought: The overall management and control of the operation of formal contracts for supply of products and services. ITCM Level 4: Sources and collects contract performance data (such as pricing and supply chain costs), and monitors performance against KPIs. Identifies and reports under-performance and develops opportunities for improvement. Monitors compliance with Terms and Conditions and take appropriate steps to address non-compliance. Pro-actively manages risk and reward mechanisms in the contract. Monitors progress against business objectives specified in the business case. Identifies where change is required, and plans for variations. In consultation with stakeholders, ensures that change management protocols are implemented.
