Deliverables / Key Responsibilities:
The Service Provider shall provide suitably qualified Specified Personnel to undertake the following activities.

1. Capability Needs and Problem Definition:
   • Analyse and document the capability problem or opportunity.
   • Identify operational, functional, and performance gaps.
   • Support refinement of capability scope proportional to project size.
2. Requirements Development and Analysis:
   1. Develop, analyse, and validate capability requirements, including:
      • Functional requirements
      • Performance requirements
      • Constraints and assumptions
   2. Support traceability between capability needs, requirements, and proposed solutions.
3. Options and Trade‑Off Support:
   • Support analysis of acquisition options and solution trade‑offs.
   • Contribute to affordability and funding assurance, risk, and feasibility considerations.
   • Provide evidence‑based recommendations to support gate or investment decision‑making.
4. Stakeholder Engagement:
   • Engage with stakeholders to elicit, clarify, and validate requirements.
   • Facilitate workshops, reviews, or working groups as required.
   • Ensure consistent understanding of capability intent across stakeholders.
5. Documentation and Assurance Support:
   • Develop and maintain capability artefacts.
   • Support First / Second / Government Approval (as applicable).
   • Support reviews and assurance activities.
   • Ensure documentation is fit‑for‑purpose and auditable.

All Specified Personnel will be centrally coordinated and assigned to a defined project or initiative, supporting submission planning, approval pathways, strategic writing, Central Agency collaboration, and associated Defence and Cabinet committee requirements.

Experience/Skills Sought:

• Previous Defence Experience
