Deliverables / Key Responsibilities: The Service Provider shall provide suitably qualified Specified Personnel to undertake the following activities.
Capability Needs and Problem Definition:
Analyse and document the capability problem or opportunity.
Identify operational, functional, and performance gaps.
Support refinement of capability scope proportional to project size.
Requirements Development and Analysis:
Develop, analyse, and validate capability requirements, including:
Functional requirements
Performance requirements
Constraints and assumptions
Support traceability between capability needs, requirements, and proposed solutions.
Options and Trade‑Off Support:
Support analysis of acquisition options and solution trade‑offs.
Contribute to affordability and funding assurance, risk, and feasibility considerations.
Provide evidence‑based recommendations to support gate or investment decision‑making.
Stakeholder Engagement:
Engage with stakeholders to elicit, clarify, and validate requirements.
Facilitate workshops, reviews, or working groups as required.
Ensure consistent understanding of capability intent across stakeholders.
Documentation and Assurance Support:
Develop and maintain capability artefacts.
Support First / Second / Government Approval (as applicable).
Support reviews and assurance activities.
Ensure documentation is fit‑for‑purpose and auditable.
All Specified Personnel will be centrally coordinated and assigned to a defined project or initiative, supporting submission planning, approval pathways, strategic writing, Central Agency collaboration, and associated Defence and Cabinet committee requirements.
