Our client in ACT seeks the services of DSS Procurement and Grants Policy and Process Optimisation with minimum NV1 clearance.

Background:
The Department of Foreign Affairs and Trade requires a Service Provider to undertake one or more of the following services:
A strategic alignment of the Department's Procurement Policy with the Department's Procurement Process Workflow tool 'BuyRight', including addressing internal audit recommendations
This task involves the following:
Review existing policy and BuyRight workflow and audit recommendations
Identify areas for improvement and alignment
Propose changes to the policy and workflow to address audit recommendations, and rectify any inconsistencies
This task involves the following:
Review existing policy and BuyRight workflow and audit recommendations
Identify areas for improvement and alignment
Propose changes to the policy and workflow to address audit recommendations, and rectify any inconsistencies
Undertaking second line assurance reviews of a sample of procurements, contracts management activities and grants processes
This task involves
Reviewing existing second line assurance framework and proposing any updates / improvements
Conducting assurance reviews of a sample of procurements, contracts management activities and grants processes, and completing a checklist (as set out in the assurance framework)
Drafting feedback to line areas setting out observations of the assurance activities
Preparing a draft report summarising the observations and proposed actions to address those observations
Experience and Qualifications
Minimum two years of experience in Commonwealth procurement
Excellent written communication skills
Excellent analytical and critical thinking skills
Desirable
Certificate IV in Procurement and Contracting
Experience in Commonwealth grants
