Evaluation Criteria:

• Demonstrated experience delivering doctrine development and publication support aligned to Army/ADF standards.
• Proposed methodology, quality assurance, and plan to meet deliverables and schedule.
• Ability to engage and collaborate with Defence stakeholders (APS, ADF, industry).
• Value for money of the fixed-price solution, including milestone deliverable, milestone pricing and payment schedule

Acceptance Criteria:

• Deliverables meet Army/ADF doctrine standards and are internally consistent.
• Stakeholder validation evidenced through workshop records and sign-offs.
• Final publications are production-ready and accompanied by integration mapping and a maintenance framework.
• All artefacts delivered and briefed at final handover; materials suitable for Defence platform deployment.
