Our client in ACT seeks the services of DSS L3 Data Manager with NV1 clearance.

Responsibilities:
Support development of internal and external processes to ensure effective sharing, cataloguing, tracking, management and storage of data between the project and the Below-the-Line Contracts.
Support the management of data management processes resident within the Below-the-Line Contracts.
Develop workflows and other practices for the submission, review and approval of complex contract and technical documents.
Monitor and analyse information and data systems; and evaluate their performance to discover ways of improving them (e.g. new technologies, upgrades etc.)
Establishing rules, processes and procedures for sharing data with stakeholders, contractors, tenderers and other entities.
Manage project information and data using Defence systems including Objective and Teams.
Support a range of standard business management functions to ensure ongoing effective and efficient administration of the project team.
Support management of communications with Industry through contract establishment, vendor on-boarding and contract management activities.
Support conduct of, and/or coordinate, key project and contract governance meetings.
Providing technical assistance and training to project personnel in the use of applications and on-line information systems.
Undertaking needs assessment activities and tasks with personnel from all projects streams to determine feasibility of development of new databases and/or enhancements or modifications to existing databases.
Formulating techniques for quality data collection to ensure adequacy, accuracy and legitimacy of data.
Devising and implementing efficient and secure procedures for data handling and analysis.
Assisting with the preparation of reports and related data extraction when needed.
Resolving data-related problems and coordinating maintenance or modifications.
Researching and properly evaluating sources of information to determine possible limitations in reliability or usability.
Contributing to development of capability definition artefacts and associated documents such as management plans, processes and procedures.
Supporting the wider engineering, Integrated Logistic Support (ILS), security and commercial activities where data management expertise is required.
Contribute to strategic planning, program and project management or policy development for the project, providing advice on innovation and business improvement.
For discrete tasking, be able to lead a multi-disciplinary team and be accountable to set work priorities and workflows for required work packages.
Support complex procurement activities including:
Review of solicitation documentation and supporting information (i.e. statements of work, statements of requirement, data item descriptions),
Support evaluation of industry responses to approaches to market related to area of expertise.
Work collaboratively to develop and maintain beneficial, effective relationships and negotiate effectively to influence stakeholders and subject matter experts to deliver agreed project outcomes.
Assess, interpret and comply with legislative, policy and regulatory frameworks.
Be accountable for accurate completion of work within defined timeframes and quality requirements within a matrixed, integrated workforce.
Experience Skills Sought: This role requires demonstrated experience in:
A commensurate Data Manager (or similar) role on complex and highly technical capability projects.
Proven ability to develop and manage document workflows ensuring effective version control and chain of custody issues are managed.
Working in complex and challenging environments.
Working in a complex stakeholder system.
Highly effective communication, both formally and informally, including advanced technical writing skills.
Initiative in keeping personal skills up to date, maintaining awareness of industry developments and pursuing continuous improvement opportunities.
Ability to analyse, design, plan, execute, and evaluate work to time, cost and quality targets while assessing and evaluating risk.
Essential Experience and / or Qualifications:
Postgraduate qualifications, or demonstrated equivalent experience in data management, project management and/or quality management systems.
More than 8 years' project management experience and more than 5 years' experience in data management.
A current security clearance (minimum NV1).
Understanding of Defence data management systems.
Understanding of the application of project management practices within complex Defence acquisition projects.
Very strong written and oral communication skills.
Highly Desirable Experience and / or Qualifications:
Comprehensive understanding of Defence processes and structure.
Experience in pre-acquisition project activities including design, development and tender evaluations.
Experience in the design, development and support of operational military communications and ICT systems.
Experience with Australian Defence Force Land Domain tactical communications and ICT technologies.
Experience with Foreign Military Sales procurement processes and activities.
