About the Role
The Manager – Programs & Community Services is responsible for providing strategic and operational leadership across all of the organisation’s programs. The role holds accountability for program performance, quality, cultural integrity, and outcomes, ensuring services are community-led, culturally safe, compliant and sustainable.
Working closely with the COO and CEO, the Manager leads program planning, supervision, delivery, workforce capability, partnerships and continuous improvement, while maintaining strong relationships with Elders, community members, funders and stakeholders.
The role is a senior leadership position and a key contributor to organisational planning, decision-making and reporting.
This role is critical to the success of the organisation. It requires someone who is not only highly capable, but who can see what needs to be done and takes action — supporting the organisation to deliver strong outcomes for community.
Key features of the role include but are not limited to:
- Strategic Leadership, Program Compliance & Governance as well as contributing to organisational strategy, planning, data sovereignty and reporting.
- Program Development, Implementation, Reporting & Outcomes leadership including advising on program risks, performance and opportunities for program additions or expansion through funding bodies.
- Community Engagement & Partnerships across Elders, community members, local organisations and stakeholder meetings, advocacy initiatives and networking events
- Staff Supervision & Capacity Building including leadership and supervision to program staff, assistance with recruitment, training and performance management.
- Develop and Implement Policies that promote ethical, culturally safe, and effective service delivery as well as promote a strengths-based and trauma-informed approach.

Suitable candidates should be able to problem solve using creative thinking and will possess the following:
Qualifications & Experience - Relevant tertiary qualification
- Demonstrated experience in program management and leadership within community services, health, or social impact sectors
- Experience leading multiple programs and multidisciplinary teams, with accountability for performance, outcomes and risk
- Experience in designing, implementing, managing, evaluating and reporting on programs
- Experience working with Aboriginal and Torres Strait Islander individuals, families and communities
- Strong experience in stakeholder engagement and partnership development, including working with government agencies and community organisations
Skills & Capability - Highly organised with strong time management and prioritisation skills
- Ability to manage multiple competing priorities in a fast-paced environment
- Strong written and verbal communication skills
- High attention to detail and accuracy
- Ability to maintain confidentiality and handle sensitive information
- Strong systems thinking and ability to improve processes

- National Police Clearance
- Hold a current and valid Western Australian C class motor driver’s licence or equivalent
- Australian Citizenship or permanent resident of Australia
