HR Officer | Protect the Team That Protects Pembrokeshire
Location: Pembroke Dock (with flexible working)
Salary: £32,597 – £34,434 per annum, pro rata
Contract: Part-Time (22.2 hours/week), 18-Month Fixed-Term (Potential for permanent opportunities as the organisation grows)
Working Pattern: Ideally Monday, Wednesday, and Friday (open to negotiation for the right candidate)

Our client is the public sector Authority dedicated to safeguarding Pembrokeshire’s stunning coast, rich heritage, and vibrant local communities. They look after the land—and now, they need a passionate HR professional to look after their people.
This isn't just about managing processes; it’s about shaping culture. As a key HR & Health & Safety lead, you’ll keep operations running seamlessly, influence progressive people policies, and support a dedicated team working in an extraordinary environment. Plus, while this role starts as an 18-month contract, there is real potential for it to turn permanent down the line.
What You’ll Be Doing
- People & Safety Lead: Serve as the primary, trusted source of daily HR guidance and practical Health & Safety advice across the Authority.
- Strategy & Policy: Help craft, roll out, and refine progressive HR strategies and policies that keep the organisation forward-thinking and compliant.
- Data-Driven Insight: Produce clear HR reports and management metrics (MIS) to inform smart, people-first decision-making.
- Employee Lifecycle: Support everything from recruitment and onboarding to performance management, training design, and employee relations.
- Operational Admin: Keep the engine running smoothly by monitoring HR budgets, issuing purchase orders, and managing key HR systems.
What You’ll Bring
- Welsh Language Skills: Conversational/fluent Welsh (B2 level or equivalent) is essential, as you’ll be engaging in Welsh daily with colleagues and the public.
- Qualifications: CIPD Level 5 qualified. An IOSH qualification is a fantastic bonus (or a willingness to work toward it).
- Tech-Savvy: Strong familiarity with HR software (experience with Cezanne HR is a major plus!).
- Mindset: Proactive, organized, and calm under pressure, with a genuine passion for working collaboratively.
