Indigeco is supporting a major federal government department in sourcing an EL1 Procurement & Contracts Manager for a 12 + 12 months labour-hire contract. This role will support the delivery of complex digital and ICT initiatives through strategic procurement, contract management, and commercial advisory services.
This opportunity is suited to senior procurement professionals with strong Commonwealth experience who are looking to contribute to high-impact government programs while working across multidisciplinary digital delivery teams.

KEY RESPONSIBILITIES
Provide strategic advice on commercial, procurement and contract management matters
Lead contract negotiations and support contract management activities
Draft, review and negotiate contract terms and conditions
Ensure compliance with legal, regulatory and internal policy requirements across the contract lifecycle
Collaborate with stakeholders to define requirements, pricing models and commercial terms
Monitor contract performance, manage variations, extensions and renewals, and address disputes or issues
Develop and implement procurement strategies aligned to program and portfolio objectives
Ensure timely, compliant and value-for-money acquisition of goods and services
Conduct market research, identify suitable suppliers and evaluate vendor capability
Support sourcing activities across digital and ICT procurement channels
KEY REQUIREMENTS
Strong commercial acumen with in-depth knowledge of the Commonwealth Procurement Rules (CPRs), PGPA Act, Accountable Authority Instructions and Whole of Government arrangements
Proven ability to translate policy and regulatory requirements into practical sourcing and contracting strategies
Experience delivering complex procurements and contract outcomes within Commonwealth frameworks
Demonstrated experience in contract management, including KPI/performance management, risk and issue management, variations, renewals and transition planning
Experience using BuyICT panels and Digital Marketplace sourcing processes (desirable)
Strong negotiation capability, including options analysis, probity management and clarification of negotiation intent in line with CPRs
Well-developed stakeholder engagement and leadership skills, with the ability to collaborate across multidisciplinary teams and coach others in APS procurement practice
Demonstrated experience in public sector procurement and/or contract management
Demonstrated delivery of complex procurements within CPR and PGPA frameworks
Degree in Commerce, Law, Business or equivalent experience (desirable)
