Role Purpose
The Development Manager is responsible for leading the development phase of major transmission infrastructure projects, from early stage planning and development and readiness for delivery. This includes managing regulatory approvals, stakeholder engagement, technical development, and commercial structuring in accordance with the Australian regulatory frameworks.
The role plays a critical part in enabling grid expansion, renewable energy integration, and system reliability across the broader National Electricity Market (NEM).
Key Responsibilities Project Development - Lead end-to-end development and strategic initiatives of transmission projects (e.g., new lines, substations, augmentations) through feasibility, planning, approvals, and business case stages.
- Manage scope, schedule, budget, and risk throughout the development lifecycle.
- Coordinate internal technical teams (planning, engineering, environment, legal, and commercial).
Regulatory & Approvals - Manage compliance with National Electricity Rules (NER), including:
- Regulatory Investment Test for Transmission (RIT-T)
- Contingent Project Applications (CPA)
- Liaise with regulatory bodies including AEMO, and state authorities.
- Oversee environmental and planning approvals (e.g., EES, planning permits).
Stakeholder Engagement - Lead stakeholder management across government, landowners, community groups, and industry participants.
- Support social license strategies and community consultation processes.
- Interface with generation developers and customers connecting to the network.
Technical Leadership - Oversee development of technical options, system studies, and design concepts.
- Ensure alignment with network planning requirements and future system needs.
- Collaborate with AEMO on system planning and ISP (Integrated System Plan) alignment.
Risk & Governance - Identify and manage project risks, including regulatory, environmental, and delivery risks.
- Ensure compliance with internal governance, safety, and project frameworks.
- Prepare reports and submissions for executive and board approvals.
Key Skills & Experience Essential - Bachelor's degree
- Significant experience in infrastructure project development, ideally within transmission, utilities, or energy sector.
- Proven experience managing complex, multi-stakeholder projects.
Desirable - Experience working within an NSP, utility, or energy developer.
- Knowledge of Victorian planning and environmental approval processes.
- Familiarity with renewable energy integration and grid connection processes.
- Professional certifications (e.g., PMP, Prince2).
