Job Summary
The HR officer will be responsible for managing a range of HR activities including payroll, recruitment, employee relations, HR policies and procedures, performance monitoring, training and development, compliance with labour law and organisational policies, and providing solutions to a wide spectrum of complex HR issues. The role will collaborate with all the WCA countries and report to the HRD of West and Central Africa to ensure effective implementation of HR practices, maintain a positive work environment that aligns with organisational values, and participate in other HR initiatives as well as HR reporting and analysis.
Responsibilities Recruitment
Administer and manage recruitment process for regular, temporary staff and interns as applicable for assigned positions and when needed
Schedule, organize, and manage the recruitment and selection process (obtain approvals, post adverts, source, screen candidates, schedule interviews, and maintain a pool of potential candidates)
Work closely with hiring managers and HRD to finalize requisitions and develop recruitment strategies to present a shortlist of candidates
Research, attract, screen, and refer top talent using innovative selection tools to build a strong candidate pipeline
Support the creation of job descriptions and role profiles based on position and organizational requirements
Conduct reference and background checks for recommended candidates
Onboarding and Offboarding
Ensure compliance with onboarding processes within deadlines and availability of access (email, systems, mandatory training, etc.)
Ensure availability of required information for integration of new staff
Coordinate new employee orientation schedules with other departments
Conduct induction sessions to integrate new employees into their roles and work environment
Manage offboarding processes, including organizing exit interviews
Performance Review
Provide guidance to staff on performance review and improvement processes
Provide training and assistance for staff performance evaluations
Offer specialist advice to managers and staff on performance and employee relations issues
Ensure 100% completion of performance evaluations (mid-term and year-end) within deadlines
Training
Ensure mandatory training is completed on time at 100% by staff
Assist in the development of training plans and actions
Human Resources Policy Administration & Compliance
Support the HRD in implementing, maintaining, and updating HR policies and procedures in line with global policies and local labour laws
Ensure HR records and files are updated accurately and confidentially (contracts, probation, insurance, pension, work permits, statutory requirements, etc.)
Monitor and update staff information in HRIS
Support disciplinary and grievance processes in line with country legislation
Payroll Management
Run payroll processes with third parties to ensure employees are paid accurately and on time
Manage payment of salary taxes across all countries
Prepare salary re-invoices
Coordinate with finance managers to ensure timely salary payments
Ensure salary data accuracy and update in HR systems
Prepare national insurance and related legal declarations
Manage staff medical coverage administration
Monitor temporary staff (contracts and working hours)
Update employee files and ensure compliance with required documentation
Maintain mandatory HR records
Assist in drafting HR correspondence
Update organizational charts and maintain staff lists
Liaise with authorities for work permits
Keep staff information updated in HR systems
Ensure compliance with legal HR obligations
Monitor internal HR communications
Coordinate annual medical check-ups and social activities
Respond to staff queries and act as subject matter expert
Reporting
Implement and maintain HR dashboards (staff movements, work-related incidents, etc.)
Collect and prepare data for social and HR reports (salary, promotions, hires, resignations, training, overtime, etc.)
Develop HR dashboards for subsidiaries in the region
Update databases and monitor HR IT systems
Requirements
Master's in Business or Human Resources Management or related field preferred
Minimum of 8 years of relevant HR experience (recruitment, payroll, employee relations, HR administration, performance management, reporting, and development)
Fluency in English and French is mandatory
Strong project management skills with ability to manage multiple priorities
